Google Bid in Auction Strictly to Trigger Open Access

Today Google announced that it intentionally bid in the recent FCC 700MHz spectrum auction to drive up the price so that it met the open access provisions. It said that in the early rounds of bidding, it was the high bidder. Google said that it was willing to win the auction, but Verizon continued to bid aggressively until it had the highest bid.
